One Problem with ETF's

I did try and short some Russia (TRF) and India today and had trouble locating stock. As I feel comfortable going long the emerging country rather than an emerging stock, so to do I feel so on the short side – especially since I rarely short.

They have no options either. I am bummed as I see the bids disappear today and could not take advantage.
